3215 - Employee Fitness Room
In January 1995, City Management asked the City Council, on behalf of the employees, to use the southeast portion of the basement of the Parks and Recreation building for an employee fitness room. In addition, the Council was asked for a $30,000 interest free loan so the room could be improved and exercise equipment purchased. The loan was repaid to the City in full within four years. The basis for implementing this project was to provide employees with a convenient opportunity to exercise, which provides health benefits for the employees who participate and in turn provides the city with healthier, more fit, employees.
Fitness Room Advisory Committee
The rules for the use and operation of the Fitness Room are established and interpreted by the Fitness Room Advisory Committee under the direction of the City Manager. It consists of one employee user from each department elected by the users and approved by the City Manager. In the event a vacancy in one of the Committee positions, the replacement shall be appointed by a majority vote of the remaining Committee members.
Users and Fees
Regular Full-time, regular part-time and paid-on-call employees, age 18 and older, and elected officials are eligible to use the fitness room upon signing up and authorizing a payroll deduction.
Memberships are divided into three categories:
- Single Membership - $3.00 per pay period – Each user receives a card key with independent access to the exercise facility.
- Employee and Spouse Membership - $6.00 per pay period – The employee and the spouse each receive a card giving each independent access to the exercise facility. Neither the employee nor the spouse may bring any other individual in on their cards.
- Employee and Guest Membership - $6.00 per pay period – One card is issued to the employee. Whenever the employee uses the facility, the employee may bring a friend, who is eighteen (18) years of age or older. The employee must be present while the guest uses the fitness room. Under no circumstance, is the employee's card to be used or loaned to any other person. Employees using this option must have their guest sign a waiver, available in the fitness room, prior to using the facility. This waiver must be deposited at the designated location at the fitness room. Once a waiver for a guest has been submitted, it is not necessary to submit another one upon subsequent visits.
- Employee and Child Membership - $6.00 per pay period – One card is issued to the employee. Whenever the employee uses the facility, the employee may bring one child, who is under eighteen (18), but at least sixteen (16) years of age. The employee must be present at all times and supervise the child. Under no circumstances is the employee's card to be used or to be loaned to any other person. Employees using this option must sign a waiver for their child, available at the fitness room prior to using the facility. This waiver must be deposited at the designated location at the fitness room. Once a waiver has been submitted for a child, it is not necessary to submit another one upon subsequent visits. An employee and child membership may be converted to an employee and guest membership when a child turns eighteen (18) years of age.
- Retired employees with at least ten (10) years service with the City and a participating retired employee's spouse may enroll in the employee fitness room upon a non-refundable advance payment of the annual fee for the program year and completing the required sign up forms at the Human Resource Office.
The user fee may be changed by the Advisory Committee, subject to approval by the City Manager.
Enrollment - Annual Commitment
Participating employees commit to payroll deduction (either $3.00 or $6.00 per pay period). An employee may sign up and terminate their membership at any time. The payment of user fees is for the privilege of using the equipment, and does not grant users ownership of any part of the facility or equipment.
Medical Waiver and Risk Acceptance Forms
The City provides the room and has financed the equipment, but is not responsible for supervised training or assistance to users in the use of the equipment. It is each user's responsibility to ensure they are medically fit to use the equipment. Consequently, the City shall require each user to sign a medical waiver and risk acceptance form. By signing this form, the user understands they are accepting full responsibility and assumption of risk for their decision to use the equipment and that they accept full risk for any injury that may occur while they are using the equipment.
Hours of Operation and Use of Own Time
The hours of operation of the Fitness Room shall be 24 hours a day, seven days a week. Employees shall not use the room during the time they are being compensated by the City. This rule shall not apply to employees on 24-hour shifts so long as the exercising is not done during their designated eight-hour work period and is authorized by the Department Director.
Unauthorized Use of Room
Only properly enrolled users are authorized to use the room. Any other use is unauthorized and shall subject an offending employee to disciplinary action, which may include termination. Any employee who allows unauthorized use of the facility shall also be subject to disciplinary action, which may include termination. Such actions may also subject the employee to criminal prosecution for theft of services.
It shall be the responsibility of each user to read the instructions for each piece of equipment before use.
Use of the Equipment
The equipment is paid for with user fees. Please take care of it and maintain it appropriately. Each user must use the equipment in the proper way and never abuse or misuse it. Each user must clean up after themselves and leave the facility in as good or better condition than when they came in. Food and beverages, other than water, are not permitted in the Fitness Room.
Dress guidelines are defined to promote an appropriate image, while promoting confidence, comfort, and ease while using the fitness equipment. The City's Sexual Harassment Policy does apply at the Layton City Fitness Center for employees and non-employees.
- Avoid the use of clothing or accessories that might mar or damage the equipment or facilities;
- Attire shall be clean;
- Clothing and attire should be in good taste, in keeping with the public nature of the gym.
Examples of unacceptable clothing include, but are not limited to:
- Ripped, frayed, or torn clothing;
- Excessively short or revealing clothing;
- Exposed midriff/tops;
- Clothing that no longer fits.
Violation of this policy may subject an employee to disciplinary action, up to and including termination. Violations by an employee's spouse or guest may result in discontinuation of that person's use of the facility. (Rev 9/10/03)
