Assistant City Manager
Biography
Jim received his BA degree in Accounting and his Masters in Business Administration from the University of Utah in 1981. Jim worked for Management Systems Corporation upon completing his Masters Degree, and managed the MSC Computer Store in Sandy, Utah from 1983 to 1985 selling and servicing Apple and IBM personal computers.
Jim began his municipal service as the Director of Administrative Services for the city of Roy, Utah with responsibilities for finance, budget, risk management and data processing. In 1990, he was promoted to Management Services Director, and charged with developing and centralizing the City’s personnel functions. Jim was hired as Layton City’s Assistant City Manager in 1992, where he oversees Human Resources, Risk Management, Information Technology, Facilities Maintenance, and Emergency Planning. Jim has served as the president of the Utah Chapter of the Public Risk Management Association, and is currently serving on the State Emergency Management Advisory Committee.
Jim and his wife Jane have six children and eight grandchildren.
