The arrangement of streets in a new or proposed subdivision or development shall be compatible with existing streets in adjoining areas and shall be platted as deemed necessary by the Planning Commission to be in the public interest. Such arrangement shall cause no unnecessary hardship to owners of unimproved adjoining property. Street approach angles shall be not less than eighty degrees (80º) to the intersecting street. Grudge strips or holding strips along or at the end of any street shall not be allowed.
