For the purposes of this Chapter, "subdivision" means one (1) or more lots, tracts, or parcels of land to be developed or improved whether by subdividing said land into smaller portions or by putting improvements on the land through building, transfer, or otherwise. A "subdivider" means developer and developer means anyone who, by himself or through another person, corporation, partnership, or other entity, develops, improves or subdivides any land.
