Emergency Preparedness Planning
Emergency Preparedness Planning - The Assistant City Manager coordinates the updating and exercising of the
City’s emergency operations plan. Periodic training and coordination meetings are set up with City department
directors to become familiar with and make improvements to the plan. The Layton Community Emergency Plan provides
for coordination with all citizens by dividing the City into districts, areas and neighborhoods. LDS stake and
ward geographical boundaries are used to define districts and areas because they are well established and
recognized in the community. The primary functions of volunteer
district coordinator, area coordinator, and block captain are to promote emergency preparedness by encouraging City
sponsored CERT training, and pre-determine special needs and resources of citizens, and to serve as a means
of communication with the City during a disaster. Functions may also include other specific needs of the
people such as Neighborhood Watch and coordination of other community resources. The Assistant City Manager meets
periodically with volunteer district coordinators and the Layton Citizen Corps Council to update them on the City’s
emergency plan, review methods of communication and coordination in the event of an emergency, and encourage
citizens to become trained in how to take care of themselves in the event of a major disaster. The Fire Department
offers the Community Emergency Response Team (CERT) training to interested citizens.
