Small Business Financial Assistance Grant
Layton City’s Community & Economic Development department is pleased to announce its Small Business Financial Assistance Grant available to local Layton City businesses impacted by the Coronavirus (COVID-19). The grant money may be used by employers to offset wages for qualifying employees.
Employers may submit an application to Layton City for the following on a first come, first serve basis until all funding is expended: Up to five (5) employees per business, may include one (1) qualified owner, up to two (2) weeks of actual wages per applicant, up to $1,265.85 maximum per employee per week.
Applicants requesting assistance must be the owner of a currently licensed Layton City business with a registered business address in Layton City to which the application is being applied. Employees receiving assistance must be a resident of Layton City and whose wages are within the low- to moderate-income range.
Community Development Block Grant (CDBG)
The Community Development Block Grant (CDBG) program is authorized under Title I of the Housing and Community Development Act of 1974, as amended. Nationally administered by the U.S. Department of Housing and Urban Development (HUD), the program allows for “blocks” of grant funding to be disbursed to communities across the country, primarily for the purpose of benefiting low- and moderate-income people. While some CDBG programs are administered through state governments, Layton City is an Entitlement Community (metropolitan cities with populations of at least 50,000) and is eligible to receive CDBG funds directly from HUD.
The Community & Economic Development Department administers the CDBG program for Layton City. While the City is the recipient of CDBG funds, it disburses 15% percent of its annual allocation to nonprofit organizations, called subrecipients, to undertake specific community development activities.
One of three National Objectives must be met:
- Benefit low- and moderate-income persons
- Prevent or eliminate slums or blight
- Address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available
Down Payment Assistance
The At Home in Layton program offers Homeownership assistance to qualifying home buyers. Qualifying buyers must have household income levels below those listed in the Application; household income limits vary with the number of persons in the household. The assistance will be offered as a grant that can be used for up to 50% of the required down payment, closing costs or principal reduction. The grant will be offered in $7,500 increments. “At Home in Layton” grants are secured by a Promissory Note and Trust Deed. These grants must occupy the second lien position.
Layton City CDBG 5-year Consolidated Plan, Annual Action Plan and CAPER Report
Layton City’s Community Development Block Grant (CDBG) program, in conjunction with the United States Department of Housing and Urban Development (HUD) is used for the benefit of low and moderate income persons and households in Layton City. The city is responsible for the development, administration, and implementation of a five-year Consolidated Plan and one-year Annual Action Plan in accordance with HUD’s Community Development Block Grant (CDBG) program guidelines. The city also provides an annual Consolidated Annual Performance and Evaluation Report (CAPER). This report provides annual information on the city’s program accomplishments in meeting performance outcome measures.
The plans assess the needs of Layton City in areas such as: homebuyer assistance, emergency home repair and rehab, economic development, youth programs, Historic Downtown infrastructure, housing, homelessness and more. The Consolidated Plan covers a five-year period from July 1, 2018 to June 30, 2023. Annual action plans cover a 12-month period from July 1 to June 30.
Layton City’s designation as an entitlement community includes the support of goals and objectives for participating public service entities such as Safe Harbor, Lantern House, Open Doors and Youth Court. Community decisions are carefully examined and the impact of any decision is weighed with the good of the community in mind.

Hill Air Force Base (AFB) Compatible Use Plan (CUP)
The Hill AFB Compatible Use Plan (CUP) is a collaborative planning effort between Layton City – the local project sponsor, Clearfield City, Ogden City, Riverdale City, Roy City, South Ogden City, South Weber City, Sunset City, Uintah City, City of Washington Terrace, Davis County, Weber County, Hill AFB and other local and regional stakeholders to identify and assess compatibility issues between Hill AFB and the surrounding communities. As the CUP evolves, this website will be your primary access point for all project related materials and event information.
