Assistant City Manager
Jim received his BA degree in Accounting and his Masters in Business Administration
from the University of Utah in 1981.
Jim began his municipal service in 1985 as the Finance Director, then Director of
Administrative Services for the city of Roy, Utah with responsibilities for finance,
budget, risk management and data processing. In 1990, he was promoted to Management
Services Director, and charged with developing and centralizing the City’s personnel
functions. Jim was hired as Layton City’s Assistant City Manager in 1992, where he
oversees Human Resources, Risk Management, Information Technology, Facilities Maintenance,
and Emergency Planning. Jim served as the President of the Utah Chapter of the Public
Risk Management Association (PRIMA) in 1991, and President of the Utah Emergency
Management Association (UEMA) in 2010.
Jim and his wife Jane have 6 children and 21 grandchildren.
