Biography
Joy Petro has been a steadfast leader in Layton for more than a decade. Elected first to the city council and then as mayor, she became Layton's first female mayor. Joy has just finished her first full term and is now seeking a second term. With a professional background as advertising director at Smith’s and executive sales director at Quad Graphics, Joy brings more than three decades of private sector expertise.
Under her leadership, Layton reclaimed record taxable sales during the pandemic and emerged as one of the few Utah cities to achieve job growth during 2020. She champions economic development, and spends time highlighting Layton's pro business environment through her social media channels.
Joy has received accolades such as the 2025 Athena Award from the Davis Chamber in recognition of her community leadership, civic engagement, and local advocacy. She currently chairs the Davis County Board of Health and North Davis Sewer District, and serves on the waste management board and is Vice Chair of active transportation.
Raised in Layton, she graduated from Layton High. Joy lives in a preserved Gentile Street historic home she renovated herself. She loves spending time with her family, especially her grandson Roman.
