4102 - Use of seat belts

Layton City recognizes that safety belts are an important and effective form of personal protective equipment and that employees needlessly die and are injured due to their failure to use available safety belts.  Layton City wishes to reduce the incidence and severity of any injuries that may be caused by failure to use safety belts. 


Layton City employees and other vehicle occupants shall use available safety belts in city owned, leased, or rented vehicles whenever such vehicles are in use.  Employees and occupants shall also use safety belts in personal vehicles when used on official city business.  The driver of the vehicle is responsible for enforcing safety belt usage by all occupants.  The ranking occupant, if other than the driver, also equally shares this responsibility.

Exception:  Emergency medical personnel rendering patient care in the back of an ambulance when such care cannot be rendered while restrained may remove seat belts to render that care.  Emergency medical personnel are to be properly restrained at all times when patient care is not hampered by the use of seat belts.

Safety belt systems in all vehicles are to be maintained so that they are clean, easily accessible, and in good working order.

Failure to follow the terms of this policy and properly utilize safety belts will be treated as a violation of City policy.  Disciplinary action may result, which could include but is not limited to verbal or written reprimand, suspension, and/or termination.

Layton City also encourages employees and their families to use safety belts and child safety seats in their personal vehicles in order to help protect themselves and their families from serious or fatal injuries resulting from vehicle accidents.
