J. Scott Carter - Council Candidate


I am J. Scott Carter, a candidate for Layton City Council. I have a deep desire to serve our community. Serving on the Layton City Council is a great opportunity for me to put my experience and knowledge to work for the citizens of this great community.

I was raised in Kaysville but have lived in Layton for 36 years. My wife Janis and I raised our family of three children here, and we now have eight grandchildren. We love living in Layton. I attended Utah State University, graduating with a degree in Landscape Architecture and Environmental Planning.

After graduating from college, I started as a planner for Davis County. In my time with the County, I was also a contract planner to Layton, Farmington, and Syracuse. The contract with Layton gave me a foot in the door to become the full-time Layton City Planner in 1978. I worked for 30 years in Planning/Community and Economic Development, a total of four years as the City's Strategic Project Manager, and five years as the Parks Planner. I retired in 2017, but have a great love for Layton City, and a great desire to give back through my experience and knowledge.
