4105 - Reporting Downed or Obstructed Traffic Control Dev
It is the desire of Layton City to encourage all employees to report downed-or-obstructed traffic control devices (TCD) (i.e. stop signs, yield signs, caution signs, speed limit signs, traffic signal lights, etc.) as soon as possible after they become aware of them.
The term "downed" in this policy means fallen over, missing, deteriorated, faded, or inoperative.
Reporting During Business Hours
Downed or obstructed TCDs discovered during business hours should be reported to the Public Works Secretary who will log the report and promptly notify the Streets Division of the problem. The Streets Division shall correct the problem in a timely manner and then notify the Public Works Secretary of the corrective action taken. The Public Works Secretary shall monitor incidents and follow up with the Streets Division to insure the problem is not overlooked.
If the downed or obstructed TCD is a stop, yield or school crossing sign, the Public Works Secretary shall also notify Police Dispatch so that the Police Department may determine whether or not an officer should be called out to direct traffic.
Reporting After Business Hours
After business hours, downed or obstructed TCDs should be reported to Police Dispatch. If the downed or obstructed TCD is other than a stop, yield or school zone sign, Dispatch will document the incident and notify the Public Works Secretary the morning of the next business day. If the downed TCD is a stop, yield or school zone sign, Dispatch will send an officer to direct traffic if necessary, promptly notify the Streets Division employee on call to correct the problem and document the incident. The Streets Division employee on call shall correct the problem in a timely manner and shall notify Dispatch when completed. The Streets Division employee on call should notify the Public Works Secretary of the incident the morning of the next business day.
Written Records to be Maintained by Public Works Secretary
The Public Works Secretary shall maintain a written record of all reports of downed or obstructed TCDs and the corrective action taken. This record shall, at a minimum, contain:
- the date and time the problem was reported;
- the location and type of TCD;
- the name of the employee assigned to correct the problem;
- a brief description of the corrective action taken; and
- the date and time the problem was corrected.
