10.20.030. Through streets; Stop required; Other stop intersections
(1) The Chief of Police, in cooperation with the engineering and planning divisions of the City, shall cause the placement and maintenance of a stop sign, or other appropriate regulatory sign, on every street intersecting a through street, or intersecting that portion thereof, unless traffic at such intersection is controlled at all times by traffic control signals.
(2) At the intersection of two (2) such through streets or at the intersection of a through street and a heavy traffic street not so designated, stop signs shall be erected at the approaches of either of said streets as may be determined to be in the interest of the public health, safety, and welfare by the Chief of Police upon the basis of an engineering and traffic study.
(3) The Chief of Police, in cooperation with the engineering and planning divisions of the City, is hereby authorized to determine and designate intersections upon other than through streets where particular hazards exist, and to determine whether vehicles shall stop at one or more entrances to any such stop intersection. The Chief of Police shall base such determinations upon the public health, safety, and welfare, and upon the basis of an engineering and traffic study.
