On all roadways, other than split roadways, exceptions to the width requirements may be granted by the City Council upon recommendation from the Planning Commission. Such exceptions are to be used sparingly and must be supported by a finding of existing conditions that warrant exception, including but not limited to, topography; the need for immediate access while land acquisition is being completed; temporary access routes (not to exceed six (6) months). Before allowing such an exception the Commission and Council must determine that allowing the exception will not violate the purpose and intent of the ordinance. At any time such an exception is granted, on street parking shall be prohibited so as to ensure that twenty feet (20') of unobstructed travel way is maintained.
