3519 - Emergency Preparedness Expectations

Policy

It is the policy of Layton City to prepare for, respond to, and properly manage any unusual occurrence that brings to the community elements of an emergency.  Layton City prioritizes the protection of life, property, and the continuation of essential services during such incidents or events.  The Layton Emergency Operations Plan (EOP) provides guidance for all departments in preparing for and responding to emergency situations, and is updated annually by the Emergency Program Manager.  Department directors will create and annually update an employee contact listing, and may also prepare departmental EOPs that address specific departmental responsibilities.

All Layton City employees are expected to contribute to the extent of their abilities to the proper resolution of emergency incidents.  This will require efforts that go above and beyond the call of regular duties and responsibilities.  Employees set an example of service and building teamwork among residents to assist in the successful resolution of incidents.

  1. When a disaster is imminent and/or occurring, all employees should make themselves available to their department director by cellular or land line phone, if it is operating.  Upon notification of an emergency or disaster that would result in the implementation of the City’s Emergency Operation Center, every employee is expected to make him or herself available for duty as needed by the City.  If phone service is interrupted by an emergency, employees should assume their service is needed and report to work as soon as their immediate family is safely cared for.
  2. When it appears that an emergency may continue for an extended period of time, vacation and training days may be cancelled, and employees are expected to report to work as needed as determined by the department director.
  3. So that employees can report to work more readily after a disaster occurs, each employee is expected to:
    1. Get a basic Emergency Supply Kit.  Whether an emergency or disaster keeps you at home or requires you to evacuate, you’ll be better prepared to deal with the situation if you have adequate emergency supplies on hand.  Water, food, and articles needed to maintain your body temperature and provide protection against the elements are the most important items to include.
    2. Make a Family Emergency Plan.  Your family may not be together when a disaster strikes, so it is important to plan in advance how you will contact one another, how you will get back together, and what you will do in different situations.
    3. Be informed.  Because of its varying climate and terrain, Utah can experience a variety of disasters.  Despite these risks, there are steps that each employee can take to ensure they are prepared for a variety of disasters.
    4. Learn how to take care of themselves, their family, and others in the event of a disaster.  There is a wealth of information available at beready.utah.gov and ready.gov about preparing for disasters. The Community Emergency Response Team (CERT) course provides excellent training and will be made available periodically to employees during work time.  Interested employees should contact the Management Services Secretary to register.

  4. Annual Training. Department directors will provide and document annual training to their employees from the Layton and Department EOPs.
