4111 - BUILDING EVACUATION PROCEDURES

Introduction

In the event of an incident requiring the evacuation of a city building, employees should be aware of the best way to exit their building safely and where to congregate outside so each may be accounted for.

Pre-Planning

  1. Each department will post a diagram of the building(s) their department occupies. The diagram should identify:
  • Exits
  • Primary evacuation routes
  • Secondary evacuation routes
  • Areas of refuge
  • Accessible egress routes
  • Manual fire alarm boxes
  • Location of portable fire extinguishers
  • Fire alarm pull stations
  • Fire alarm control panels
  1. Department directors ensure that each employee receives initial training and at least quarterly training thereafter, which should include the following:
  • Familiarization of evacuation routes
  • Procedures for leading groups out of the building or assisting co-workers who require help
  • Exterior assembly areas
  • Familiarization with fire alarm signals, when alarms are provided and emergency action required under potential emergency conditions
  • Location of fire alarm pull stations
  • Location and use of portable fire extinguishers

Evacuation Procedures

  1. Employees may be alerted by an alarm or by verbal announcement.
  1. In the event of a fire alarm or other emergency, all employees should evacuate immediately by means of the nearest available marked exit. Employee(s) in each department should be pre-assigned to check public areas within and surrounding their department, if it is safe to do so, such as conference rooms, lobbies, restrooms, etc. These employees should provide direction and assistance so that everyone is immediately evacuated from these areas.
  1. Portable fire extinguishers are provided in the workplace for employee use. In the event of a fire, any employee may use extinguishers in attempt to escape the immediate danger to life and limb.
  1. After an emergency evacuation, employees are to gather at a predetermined location so each employee may be accounted for.
  1. The department director should appoint an individual to take a count of department employees immediately following evacuation. This individual reports this information, along with the names and probable locations of any missing individuals who may still remain in the building, to the department director and any emergency responders on the scene.
  1. Since the City Center houses multiple departments, the appointed individual from each department in the City Center will report to the Assistant City Manager, who should be located at the Community Center (Davis Arts Council) building. In the event the Assistant City Manager is not available, other members of the Management Services Department may assist in the following order:
  • Human Resources Officer
  • Human Resources Analyst
  • Management Services Secretary 

Evacuation Drills

Per Utah fire code an emergency evacuation drill should be held quarterly for the city offices that houses the council chambers. An emergency evacuation drill should be held at least annually for all other city buildings.

The Management Services department should maintain a record of required emergency evacuation drills and include the following information:

  • Identity of the person conducting the drill
  • Date and time of the drill
  • Notification method used
  • Staff members on duty and participating
  • Number of occupants evacuated
  • Special conditions simulated
  • Problems encountered

Updating the Plan

This emergency evacuation plan should be reviewed and updated annually by the Management Services department. Department directors should also review their departmental plans on an annual basis, or as necessitated by changes in staff assignments, occupancy or the physical arrangement of the building.

A copy of this plan shall be made readily available at all times within the facility.
