Layton City recognizes that an unsecured water meter lid may present a potential hazard for injury to persons who might accidentally step into an open water meter box. A lid may become unsecured in several ways, which might include:
Defective meter lid, locking mechanism, ring or box;
Improper securing of the lid after accessing the meter;
Removal of or tampering with the lid, locking mechanism, or ring by someone other than city employees; or
Damage to the lid, locking mechanism ring or box by a vehicle or equipment.
The purpose of this policy is to provide for a systematic approach to the inspection and maintenance of City water meter facilities to reduce the potential hazard of injury to the public.
Water meter boxes and lids should be inspected and securely locked every time the meter box is opened. All electronically read meters and their boxes should be inspected by the Public Works department once every two years. Defective meters, lids or boxes should be noted and work orders generated by the Public Works Department to fix them in a timely manner.
City employees are encouraged to promptly notify the Public Works Department or Police Dispatch, if they become aware of an unsecured water meter lid within the City.
