Privacy Policy Statement for Layton City Websites

Purpose and Scope

Layton City is committed to protecting the privacy of those accessing its Websites. This policy is the official notice as required by the Utah Governmental Internet Information Privacy Act (§ 63A-19-402.5) and informs users about the collection and use of their personally identifiable information (PII) and user data. This policy applies to all Layton City Websites.

The data collected serve as part of our statistical analysis about the use of City websites to better design online services and improve access. The City does not attempt to gain PII about individual users and associate it with IP addresses or use the information automatically collected to ascertain your PII. Layton may detect user IP addresses for providing location based user information and services. The City does not maintain or collect user IP addresses, or disclose such addresses to any third parties.

Except where specified, you do not have to provide PII to visit or download information from a City website. Unless you choose to make your PII available, the City does not collect such information from you. The City does not use or place spyware on your computer. Government agencies may request PII from you in order to perform requested specialized services.

Except as otherwise permitted by law, Layton City does not knowingly collect and use or disclose the personally identifiable information of a child under the age of 13.

All PII provided to the City website will be used solely by the City, its entities, and third-party agents with whom it has contracted to perform a City function on its behalf.

Request to Access Personal Data

To request access to your personal data, submit a formal request through the Layton City GRAMA Request Portal or by submitting a written request to the City Recorders Office.

Request to Correct or Amend Personal Data

To request correction or amendment of your personal data, submit a written request to the City Attorney’s Office detailing the information to be corrected and the reason for the correction. Corrections may require further authentication or substantiation before being made.

File a Complaint with the State Data Privacy Ombudsperson

You may file a complaint regarding the City's data privacy practices to the Utah Data Privacy Ombudsperson.

Request for At-Risk Employee Information to be Classified as Private

An "at-risk government employee" (as defined in Utah Code § 63G-2-302) who is a current or former peace officer, judge, or other government employee under credible threat may request that their personal information (home address, phone number, etc.) be classified as a private record under Utah Code § 63G-2-302. At-risk employees should contact the City Attorney's Office to obtain the required written application form.

VI. Data Security and Quality

The City is committed to data security and the integrity of PII and user data. Precautions have been taken to protect this information from loss, misuse, or alteration. Contracted third parties are required to follow the same policies and guidelines as the City in protecting this information

VII. Non-Layton Websites

Visitors may link to various websites from the City website. The City is not responsible for the privacy practices or content of external sites. Many of these sites, particularly those in the private sector, may not be subject to GRAMA, other sections of the Utah Code, or federal law. Those visiting external sites are advised to check the applicable privacy statement and be cautious about providing personally identifiable information without a clear understanding of how the information will be used.

For the convenience of the City website users, the City gives the option to use Facebook to log into the City Website. A Facebook login is not required to log into the City website and is used at the user's personal convenience and discretion.
