Maintenance of Service Laterals

Service laterals are the pipes that connect the plumbing in the home to the water and sewer services provided by Layton City. The maintenance and upkeep of the service laterals is the responsibility of the homeowner. For water service laterals, the maintenance responsibility of the homeowner is from the water meter to the building as stated in Layton City Municipal Code 13.08.030, “The owner of the property receiving the service is responsible for the water line from the meter to the building.” For sewer service laterals, the responsibility of the homeowner is from the connection to the sewer main in the street to the building as stated in Layton City Municipal Code 13.12.025, “All laterals connecting to the sanitary sewer system remain the property of the owner of the property being serviced thereby. Said owner is responsible for the control and maintenance thereof.”

Maintenance of service laterals is important to prevent potential damage to the homeowner’s property and to City maintained streets and improvements. Maintenance of water service laterals consists of checking for leaks in the water line from water meter to the building. Some indications of water leaks can be consistently wet areas between the meter and the building, higher than normal water usage indicated on a water bill, and visible water running from underground. If a leak is detected or maintenance of the water service lateral is needed, contact the Layton City Public Works Department at (801)336-3720 for assistance in turning the water off to make the necessary repairs. Work performed on water service laterals in the public right-of-way will need to be inspected by Layton City Public Works Department personnel. Permits can be obtained by calling (801)336-3700 or visiting the Layton City website at www.laytoncity.org.

Maintenance of sewer service laterals includes removing debris flushed or inserted into the service lateral from plumbing fixtures and drains inside the building. Periodic cleaning and inspection of the sewer service lateral can help ensure that sewer backups are minimized. Occasionally tree roots can enter a service lateral through joints or cracks in the pipe. In addition to periodic cleaning and inspection of the sewer service lateral, homeowner’s can help prevent sewer backups by monitoring what items are flushed and poured into the sewer system. The North Davis Sewer District provides helpful information at their website www.ndsd.org. Contractors specializing in sewer cleaning and inspection are capable of identifying issues with sewer service laterals and recommending necessary repairs. Work performed on sewer service laterals in the public right-of-way will need to be inspected by Layton City Public Works Department personnel.
